Financial literacy and education

​​​Introduction

Under its empowering legislation, EIOPA has been assigned a mandate in the area of financial literacy and education. According to Article 9(1)(b) of EIOPA Regulation, the Authority "​shall take a leading role in promoting transparency, simplicity and fairness in the market for consumer financial products or services across the internal market, including by [...] reviewing and coordinating financial literacy and education initiatives by the competent authorities"​​.

With this mandate in mind, EIOPA published a Report on Financial Literacy and Education Initiatives by Competent Authorities on 16 December 2011

The Report provides information about:

  1. National strategies/legal competences of EIOPA Members regarding financial education and literacy;
  2. Domestic and international co-operation in the field of financial literacy/education;,
  3. Target groups, tools and programs of the financial literacy/education initiatives; and
  4. Evaluation and measurement of success of the initiatives.

The report is intended to be reviewed periodically; future work on this topic is foreseen to be conducted in cooperation with the other European Supervisory Authorities (ESAs) since the issue of financial literacy and education cuts across all the financial sectors. Besides, all three ESAs are required by their empowering legislation to review and coordinate national initiatives.
